WIL separates institutional administration, Board oversight, research direction, editorial review, and publication authorization. These are governed responsibilities rather than honorary titles.
Publication authority
The designated owner account initially holds administrative and publication-review authority. Reviewer authority remains delegable through protected roles, and a completed automated check never substitutes for human authorization.
Public accountability
Leadership identities and role descriptions enter the public record only after identity, authority, wording, and permission to publish are verified. Governance documents distinguish oversight from control of ordinary research findings.
