WIL asks how workforce conditions influence whether major investments can be delivered as planned. Its research connects labor availability, capacity, competition, compensation, mobility, project demand, and measurable delivery outcomes.
The institution is between founding and maturity. Its research domain, core question, publication identity, evidence standards, and working-paper series are established. Formal governance, review, funding, and external research relationships remain work in development.
